China has unveiled an ambitious five-year plan to modernize its agricultural and rural sectors from 2026 to 2030, focusing on enhancing food security, boosting agricultural productivity, and uplifting living standards in rural communities. The plan is part of China’s broader strategy to advance modernization efforts across the nation, targeting a significant increase in grain production capacity and ensuring high standards for agricultural product safety.
By 2030, China aims to elevate its grain production capacity to about 725 million tonnes, while maintaining a pass rate of at least 98 percent for routine agricultural product quality and safety inspections. The plan also sets objectives for meat production, green agricultural development, rural sewage treatment, and technological innovation, with a strong emphasis on raising farmer incomes. The overarching goal is to make agriculture more efficient and sustainable, catering to the rising demand for healthier, high-quality food products among consumers.
Efforts to strengthen agricultural science and technology are at the forefront of the plan, which includes expanding the use of modern farming techniques and fostering balanced development between urban and rural areas. Key initiatives include increasing high-standard farmland, enhancing agricultural research and innovation, and developing cold-chain logistics infrastructure. The adoption of artificial intelligence in agriculture is encouraged to support these advancements, alongside modernizing agricultural processing and promoting environmentally friendly farming practices.
Emerging sectors such as intelligent breeding technologies, new-energy agricultural machinery, low-altitude agricultural applications, and agricultural bio-manufacturing are also being targeted for growth. By building on the progress made thus far, where China’s grain output in 2025 exceeded 700 million tonnes for two consecutive years, the country seeks to elevate scientific contributions to agricultural development from 64 percent to 67 percent by 2030.
The comprehensive plan reflects China’s commitment to transforming its agricultural sector into a more advanced and sustainable industry, ensuring stable supplies of essential food products and meeting consumer demands. Through these strategic initiatives, China aims to consolidate its achievements in poverty reduction and strengthen the competitiveness of its agricultural sector on the global stage.
