China Strengthens Flood and Drought Response, Advances Free Pre-School Education

Chinese Premier Li Qiang chaired a State Council executive meeting focused on enhancing the country’s flood and drought prevention strategies while advancing social welfare measures.
With China entering a critical phase of flood management, the meeting called for stronger coordination across departments to safeguard public safety. Authorities were instructed to reinforce early warning systems, strengthen emergency response capacity, and mitigate risks in high-exposure areas.
In drought-affected regions, the meeting emphasized ensuring irrigation for crops and securing drinking water supplies, prioritizing the stability of agricultural production and livelihoods.
The council also reviewed and approved interim measures for natural disaster investigation and evaluation, highlighting the need to build long-term resilience and improve disaster relief mechanisms.
Additionally, the meeting endorsed the gradual implementation of free pre-school education, identifying it as a key initiative for public benefit. Local governments were urged to formulate implementation plans, allocate financial subsidies, and ensure that vulnerable children—including orphans and those from low-income families or with disabilities—receive adequate support.
Efforts will also focus on accelerating preschool infrastructure development, enhancing wages for kindergarten teachers, and protecting the physical and psychological wellbeing of young children.
